Bald Hill Builders is Hiring a Risk Manager Near Walpole, MA

Bald Hill Builders, LLC. is looking for an experienced manager within the construction field to oversee and support multiple departments maintaining compliance and professional partnerships with subcontractors. The Risk Manager will be a collaborative role - interfacing with Accounting, Estimating & Project Operations. This person will be responsible for assessing risk, providing advice / guidance to project teams and the accounting department.

Responsibilities for the Risk Manager include:

Estimating:

  • Work alongside Estimating in screening new (and existing) subcontractors, vendors, distributors, and other trade partners (collectively referred to as “Trade Partners”).
  • Review and assess Trade Partner Prequalification Packages for completeness and alignment with BHB best practices.
  • Flag deficiencies in Trade Partner(s) applications and advise on remedial efforts to help Trade Partner(s) better qualify.
  • Determine if Trade Partner(s) will require special payment terms (joint check agreements, weekly or bi-weekly payroll, union benefits paid directly, etc.).
  • Determine if Trade Partner will require assistance with credit, material procurement, deposits on long lead times, etc.
  • Prepare and recommend Trade Partner Monitoring Programs (“TPMP”) to mitigate risks moving forward.
  • Work with Project Teams to establish a timeline for critical milestones (when are submittals required, long lead time orders needed to be placed, etc.). Work with Trade Partner(s) to ensure that these dates are hit.
  • Meet with Trade Partners to review Monitoring Programs.

Project Accounting:

  • Advise Project Teams of Trade Partner Monitoring Programs and efforts used in tracking the TPMP’s.
  • Routinely (at regular intervals, determined in the Monitoring Program – weekly, bi-weekly, monthly, etc.) ensure the SMP is updated.
  • Verify with Trade Partners’ lenders, insurers, vendors, etc. that Trade Partners remain financially viable.
  • Prepare Logs, Track, and Update, proving periodic feedback to Project Teams.
  • Advise Project Teams of concerns, or red flags to watch out for.
  • Assist and aggressively follow up with Trade Partners to resolve compliance issues.
  • Insurance (Send, Collect, Log, Track, Review)
  • W9’s (Send, Collect, Log, Track, Review)
  • Lien Releases- for partial and final payments (Send, Collect, Log, Track)
  • Periodically work with the Department of Labor to ensure Trade Partners are free of violations
  • Check in with DEI to ensure Trade Partner remains compliant in their reporting.
  • Check in with Project Teams to ensure Trade Partner remains compliant in their reporting (RFI’s, Submittals, etc.).
  • Provide [or coordinate] supplemental training to Trade Partner if necessary (requisitions, insurance, submittals, etc.).
  • Reminding Trade Partners to bill by the 20th of every month (10th, 15th, 20th).
  • Handle incoming inquiries related to payment.
  • Alert Project Teams of Trade Partners coming on site that are not compliant.
  • Review Trade Partner’s invoices for Notarization, Signature, Retainage, Math, Conditional Release, and any special job requirements.
  • Attend Project Kickoff Meeting to become familiar with Trade Partners used on the projects.
  • Collect Lien Grids (Exhibit M’s) from any Trade Partners with a contract over $250k, or otherwise determined to require a Monitoring Program. Coordinate with Accounting and send to Project Team for approval.
  • Communicate with Trade Partners about their payments (Check Runs are done once per week on - Trade Partners need to be compliant by the prior Wednesday 12PM - Pay when Paid).
  • Update contacts for Trade Partners in Procore.
  • Assist Trade Partner in communicating & coordinating with Project Teams the needs of Trade Partner in order to operate a successful project site (i.e., crane laydowns, material storage, power & water requirements, etc.)
  • Manage coding and payment of Subcontractor and Material invoices in Sage (including obtaining PM approvals), resolving outstanding change orders and reconciling with client receivables.
  • Setting up projects in GC Pay and assisting subcontractors with the use of GC Pay when applicable.
  • Attend weekly PM Meetings, providing an Executive Summary of how the Risk Management Efforts are going.
  • Identify any problems that could arise and quickly communicate them to the Project Team(s).
  • Mentor and train other employees as needed.

Risk Management:

  • Management and oversight of the Pre-Qualification process
  • Reviewing the information submitted by Trade Partners to determine their financial stability and to assess the likelihood of successful project execution and completion.
  • Assess Trade Partners’ financial capability to perform the work.
  • Confirm references and experience in projects of similar size and scope.
  • Confirm proper insurance coverage and current Experience Modification Rate (EMR).
  • Determine if the Trade Partner has adequate administrative and trade workforce to provide a quality product within the schedule timeframe.
  • Review reported history of litigation or other legal proceedings involving the Trade Partner.
  • Review past OSHA and/or EPA violations.
  • Determine if a Trade Partner is:
  • Pre-qualified to work on a BHB project,
  • Not qualified/too risky to work on a BHB project; or
  • Pre-qualified to work on a BHB project with a Trade Partner Monitoring Plan.
  • Preparation, management, and oversight of the Trade Partner Monitoring program (“TPMP”).
  • Provide supportive management to assist Trade Partner(s) in executing in accordance with Subcontract Agreement.
  • Ensure Trade Partner(s) are keeping the project free of any lines or encumbrances.
  • Confirm payments to sub-tier subcontractors, vendors, materialmen, suppliers.
  • Execute a joint check agreement if deemed necessary to ensure all sub-tier subcontractors and/or suppliers are paid.
  • In the instance of Union Trade Partner(s), verify that their benefits are up to date, and if necessary, execute a joint check agreement if deemed necessary to ensure all labor related and union related fees are paid and current.

Qualifications:

  • Have outstanding attention to detail and the ability to communicate effectively.
  • Be proactive, self-motivated, innovative, collaborative, multi-tasker, creative and analytical.
  • Have a proven ability to excel in a fast-paced environment.
  • Be an exceptional public speaker and presenter.
  • Be a strong team player with a positive attitude.
  • Bachelor’s degree in construction management, Accounting, Finance, Business Management or equivalent.
  • Have 5 years of construction management experience.
  • Accounting experience, in construction preferred.
  • Proficient in Microsoft Office, Sage, Timberscan, Procore and GC Pay preferred.
